There is no limit on the number of licences you can create. The first five development licences and first production licence include the free allowances above. Additional licences, capacity and compute can be purchased online.
How the 48 CPU units work
The free CPU allowance belongs to the whole licensed cluster, not to each node. Three nodes with 16 allocated logical CPU units each use 48 in total.
You can distribute those units across the nodes to suit your deployment. More nodes or CPU units are available through paid licences.

Unlimited means no licence limit on these counts. Your licensed capacity, compute, hardware and network still determine how much your deployment can store and serve. Infrastructure-provider charges are separate.
